Invoice Cloud Online Payment Portal Now Available
The Village of Sugar Grove is excited to partner with Invoice Cloud, an EngageSmart solution for online billing and payments, to launch an enhanced digital payment portal for Sugar Grove utility customers. The new payment portal officially launched today, Wednesday, July 19th.
Invoice Cloud is a user-friendly, electronic payment system available through the Village website that offers utility bill customers a variety of ways to pay bills.

- Manage your account and view up to two years of payment history.
- Receive email reminders when your bill is ready, when a scheduled payment is pending and a confirmation after making a payment.
- Make a one-time payment or register to gain access to all features.
- You choose when to pay – simply schedule a payment for any future date (before the due date).
- Set it and forget it with AutoPay with additional payment options including credit/debit card, bank account, Apple Pay, Google Pay, PayPal, Venmo - save time and avoid late or missed payments.
- On the go? Use Pay by Text to get text notifications about your bill and have the option to pay through text message with your default payment method.
- Make a payment by phone or check your account balance 24/7 through an automated phone service at (866) 307-3718.
Simply use your utility billing account number to access your invoices. No registration is required for “One Time Pay" or you may create an account to access all features. Your information is confidential, secure and backed by the highest security standards.

Current ACH/AutoPay customers are already set-up for automatic payments as before. No additional sign-up is required. You may make changes through Invoice Cloud.

John Shields Elementary School Sidewalk Improvements

The Village of Sugar Grove will soon begin installing new sidewalks to enhance safety and accessibility for our community, particularly for students attending John Shields Elementary School. S idewalks will be installed along : North side of Calkins Drive from McCannon Street to Grove Street East side of West Street from Calkins Drive to Maple Street East side of Grove Street from Snow Street to Maple Street Anticipated Start Date: Week of June 24th (weather permitting) Estimated Completion : Within 30 days During this time, please note : Daily closures and temporary loss of driveway access may occur. Specific times and dates for loss of driveway access will be communicated via door hangers and yard signs distributed by the Contractor. Members of the Sugar Grove Community: The Village of Sugar Grove values your input and invites you to actively participate in shaping our community's future. Mark your calendars for a public hearing on June 18, 2024, at 6:00 p.m., at Waubonsee Community College Academic and Professional Center, 4S783 Illinois 47, Sugar Grove, IL 60554. All residents, business owners, and stakeholders are encouraged to participate and share their input on the proposed I-88 and IL-47 TIF Redevelopment Project Area. The public hearing is part of the Village’s normally scheduled Board meeting. This meeting is intended for discussion only. No decisions, approvals, or votes will be made at this time. Public Hearing Discussion Topics: - Approval of the Proposed Plan and Program - Designation of the Project Area - Adoption of the tax increment allocation financing Tax increment financing is a public financing tool that does not raise property taxes but is used to assist economic development projects. When a TIF area is designated, the amount of property taxes it currently generates stays the same. Any additional tax revenue from increases in property value will go to a special fund to improve the area. Meanwhile, schools and other services still get their usual tax amounts, so they don’t lose money because of the TIF. Additionally, a Joint Review Board, including representatives from taxing bodies, will meet on May 22, 2024, to review all relevant documents, discuss the creation of the TIF, and provide an advisory recommendation to the Village. Please note that the public hearing and Joint Review Board meetings will solely focus on the proposed TIF redevelopment project and will not include discussions about plans the developer may submit. Although a proposal has not been submitted by the developer yet, any eventual proposal will be reviewed by the board of trustees under a separate process. Public notices regarding the project and schedule are actively being distributed to several key groups. These groups include Taxing districts, those registered on the Village's TIF Interested Parties Registry, residential addresses within the Redevelopment Project Area, and taxpayers of record in the area. Relevant documents, including the Eligibility Report and TIF Plan, have been available for public review since November 2023 and continue to be accessible online and in person. We encourage community members to attend the public hearing to gain insights and ask questions. Residents are also encouraged to stay updated with Village communications regarding the project. Village of Sugar Grove 2024 Road Program

The Village of Sugar Grove will be kicking off the 2024 Road Program starting on or about May 9th. This includes ADA accessibility Improvements, concrete work and resurfacing throughout the Windstone subdivision, and crack filling only in the Mallard Point subdivision. STATE OF THE VILLAGE 2024 The sold-out breakfast was moderated by Jonathan Meagher, Vice Chairman of the Sugar Grove EDC and General Manager of Rich Harvest Farms. It also featured remarks by Waubonsee Community College President Dr. Brian Knetl and brought together over 150 residents, local business owners, elected officials, investors, and stakeholders. Key highlights and accomplishments include: Celebrating Success: President Konen showcased notable wins from the past 12 months, including a historic 0% property tax increase, the arrival of new dining destinations like Burnt Barrel and Primos Tacos, strategic staff additions, advancements in the Commercial Property Enhancement Program, and collaborative efforts to bolster public safety like the placement of a new school resource officer at Harter Middle School. Growing Opportunities: The Village is moving closer toward its vision of being a community where residents can get everything they need right here, with new additions like Starbucks, Cold Stone Creamery, and Cilantro Taco Grill coming soon. Driving Force: Sugar Grove’s driving force for the future is Connection, which includes linking residents with businesses, collaborating across governmental bodies, supporting education and recreation, fostering non-profit partnerships, nurturing community connections, organizing community events, and recognizing the power of collective impact over individual efforts. 2024 Spring Parkway Tree Program

As part of the Village’s ongoing environmental effort, and in order to increase the number of trees in town, the Village is offering a 50/50 Cost Sharing Program for parkway trees. The Village will contribute 50% of the cost of the trees, with residents providing the remaining 50%. The cost includes the tree, delivery, installation, and mulch. Participation in the program is strictly voluntary, is limited to owner-occupied homes, and is on a first-come, first-served basis. Trees can be placed only within the parkway. Residents may suggest locations for their trees, but locations will be reviewed for suitability and utility conflicts. The final location will be at the discretion of the Public Works Department. The Village will plant the trees in late May to early June (as weather permits) and will monitor the health of the tree during the initial growing season. Safety Improvements Advancing for Park Avenue and IL 47 Crossing

For Immediate Release: February 7, 2024 Sugar Grove, IL - The Village of Sugar Grove's Village Board advanced recommendations to enhance intersection safety and traffic flow at Park Avenue and IL 47 by submitting their recommendations to IDOT. “With these long-awaited safety improvements, this project makes this area safer for everyone on the roads,” said Village of Sugar Grove President Jennifer Konen. “We are happy to see these improvements moving forward at this busy intersection and we remain committed to evaluating and advocating for increased safety on our roadways.” The recommended improvements include measures such as prohibiting through movements across IL 47 and left turns from Park Avenue, installing raised medians or islands on Park Avenue, and enhancing signage and pavement markings to encourage safer driving behavior. These proposed changes aim to improve safety and traffic flow by reducing certain high-risk movements while encouraging more controlled and safe driving behavior. The recommendations stem from a Traffic Study conducted by HRGreen, which studied the history of serious crashes at the intersection and determined most crashes involve vehicles from Park Avenue crossing or turning left onto IL 47. It found the heavy traffic volumes and high speeds on IL 47 make entry gaps infrequent, causing driver frustration, which can lead to unsafe decisions. This also creates long delays on Park Avenue, causing congestion and poor traffic conditions. Should IDOT approve the recommendations, the project’s next phase would involve the preparation of detailed engineering to support a construction permit. Given that IL 47 is a State Highway, the project will require a permit from IDOT's Bureau of Traffic. The estimated budget for engineering and construction is approximately $235,000.
